Council Actions to Make Beverly a Prosperous and Welcoming Community

  • Drafted and spearheaded effort to pass the first Financial Policies framework for the city to guide our collective budget making decisions.

  • Initiated the City’s first comprehensive policy for the Arts to clarify how citizens, the private sector, the arts community and local government can work together to advance the arts and promote local arts culture - a signature of our city’s cultural life. Prime mover behind efforts to save the Cabot Theater and Casa de Lucca.

  • Called out and condemned public cases of racism and bigotry and supported efforts to elevate this issue through Council action and key appointments including personally nominating our first person of color to serve on the City Council.

  • Advocated for sustainable energy policies to provide affordable, clean energy through energy aggregation and other policies to care for the envionment through technology and innovation.

Constituent Services

  • Assisted private residential owners in getting response to complaints about construction and safety issues in Ward 4.

  • Advocated with Department of Public Works for attention to critical repairs such as the Carriage House at Lynch Park and the fence at Central Cemetery.

  • Co-chaired a joint City Council Subcommittee hearing to explore remedies to the growing rodent control problem in the city.


The Cabot Performing Arts Center is a Beverly icon in the heart of downtown. Early on, Scott recognized the economic and cultural impact an active theater would have for Beverly. His leadership was essential in assembling the team that saved The Cabot. As one of The Cabot’s founders, I appreciate Scott’s vision, hard work, and his singular leadership.
