Copeland honored at final City Council meeting - Salem News, November 10, 2021

Councilors Stacy Ames, Estelle Rand, Scott Houseman and Julie Flowers took turns reading a resolution recognizing Copeland’s “historic appointment and service” as the city’s first person of color and first Black American to serve on the Beverly City Council.

The resolution stated Copeland’s presence created a “more representative council than any other time in Beverly history” and said that he served with “both honor and integrity and was fully dedicated to the constituents of Ward 6.”

In the letter, put forth by At-Large City Councilor Julie Flowers, Ward 2 City Councilor Estelle Rand and Ward 4 City Councilor Scott Houseman, National Grid’s process to provide information related to public health and construction mitigation was deemed “defective.”…

…“Where their concerns about the health and safety of their families are concerned, constituents are entitled to a comprehensive inquiry and report from an expert hired to provide an objective analysis,” the letter continues. “And they are entitled to a reasonable public process that ensures effective communication and dialogue on the topic.”

Ward 4 City Councilor Scott Houseman said concerns have been raised about the timing of the lights for pedestrians, from kids walking to school to people trying to catch the train at the Montserrat train station.

Houseman said he would defer to the traffic engineers about a traffic signal being the best solution. “Everyone agrees it’s a lousy intersection and we need to try something,” he said.

Midway through the meeting, Beverly Ward 4 City Councilor Scott Houseman implored the cities to do as much as they can together. He listed lobbying for changes at Beacon Hill as one example of the cities merging voices.
